There are many schemes for which the departments have not received a single penny the past six months. A little amount of funds has been given for a few schemes, most of which are run under the Centre-state sponsorship. There are a few schemes for which funds were not provided in this financial year. But the state did not get a Our Staff Reporter BHOPAL The Madhya Pradesh High Court on Thursday rejected the state government’s plea seeking permission to form a Departmental Promotion Committee (DPC) to initiate promotion process. The state informed the court that new promotion policy would not apply to cases before 2016. A double bench of Chief Justice Sanjeev Sachdeva and Justice Vinay Saraf heard the matter. The government clarified that promotions made before 2016 would continue under the old policy, while the new rules would govern those made thereafter. However, the court turned down the government’s request to proceed with DPC formation. Advocate General Prashant Singh and senior Supreme Court advocate C.S. Vaidyanathan argued that the new promotion policy complies with Supreme Court directives, including provisions for creamy layer and quantifiable data.
