The Cabinet approved a budget of Rs 2,195 crore for development project around the Adi Shankaracharya statue in Omkareshwar and also approved a proposal for formation of Metropolitan Development Authority in Indore, Bhopal, Jabalpur and Gwalior, with the chief minister as the chairman of each. These were among several important decisions taken at the Cabinet meeting held at the historic Rajwada in Indore to commemorate the 300th birth anniversary of the revered ruler Devi Ahilyabai Holkar. The order was a sequel to several petitions challenging a mandatory three-year legal practice requirement for aspiring civil judges, introduced by the Madhya Pradesh high court through a 2002 amendment to its judicial service rules. The apex court noted that though there was no uniformity in all the states with regard to ‘Lack practical experience’ bench headed by Chief Justice of India BR Gavai, in its judgment, concluded that induction of fresh law graduates with zero experience in litigation was found to be detrimental. Such entrants often lacked the necessary practical experience to effectively discharge judicial responsibilities. A minimum qualifications for being eligible to the post of civil judge-cum-magistrate first class/magistrate first class/munsif magistrate, most of the states required minimum three years’ practice as a lawyer in addition to the law degree. 4Continued on | P8 Panic spread across three villages in Kailaras area on Tuesday after a stray dog attacked and injured more than two dozen people, including children and a pregnant woman. The attacks occurred in the morning, with the dog biting anyone in its path. Several victims, including children, sustained serious injuries. Most of the injured were treated at Kailaras Health Centre and the severely injured were referred to district hospital. Speaking during his farewell function on Tuesday, Justice Ramana said he and his family were subjected to “conspiratorial scrutiny,” which caused silent suffering over time. Justice Ramana is retiring on June 2. The Supreme Court collegium had proposed Justice Ramana’s transfer to Madhya Pradesh in August 2023. In response, he had requested a posting in Karnataka instead, citing his wife’s serious health condition. However, the collegium rejected his request and reaffirmed its decision to transfer him to the Madhya Pradesh High Court, where he eventually served at the Indore bench. “I was transferred from the Andhra Pradesh High Court to Madhya Pradesh without any reason,” Justice Ramana stated. “I was asked to provide options and chose Karnataka, hoping my wife could get better treatment. But it was not considered by the Honourable Supreme Court.” He shared that his wife suffers from paroxysmal non-epileptic seizures and brain-related complications stemming from the Covid-19 pandemic. “My transfer plea on humanitarian grounds was neither considered nor rejected by the then Chief Justices,” he said. “A judge like me expected positive, humanitarian consideration.
