For revenue surplus budget, the target of revenue received from state taxes and grant from the Centre should be fulfilled so that provision for next year could be made. Last year, an estimated revenue surplus budget of Rs 262 cr was presented. The meeting of targets of revenue income this year would only help in converting estimated amount into actual receipts. It was expected that a sum of Rs 90,000 cr would be received from Centre as state's share in central taxes and grant from the Centre. The state has so far received around Rs 80,000 crore out of it. It was estimated that the state government would earn Rs 54,655 crore from taxes and Rs 10,933 crore from revenue other than taxes. It is also estimated that Rs 21,000 crore from GST, 12,000 crore from VAT, 9,000 crore from excise and Rs 6000 crore from registration would be earned, other than income from other sources. So far, the target of income from tax in the state is going as per plan but it may behit by the end of this year with Model Code of Conduct becoming effective. Commercial tax department, principal secretary, Manu Shrivastava, said revenue inflow is matching its target so far. He said reduction in petrol and diesel is leading to loss in VAT. The income from taxes has declined with state curtailing fuel prices. He said they were trying to meet the target set by the department. If revenue surplus budget does not happen then there would be limit of taking loan up to 3% of budget according to FRBM Act. The state has loan limit up to 3.5% according to the Act as the state had been having revenue surplus budget. MP to face Rs50K cr loss if Centre changes provisions The centre is mulling over changing 2 provisions in the budget. Curtail of loan limit from 3% to 2.5% according to FRBM Act, is under consideration. It is also considered to reduce state's share from Central taxes from 42% to 35%. If both these provisions are implemented then the state may face a loss of Rs 50,000 crore in three financial years.
