In a jolt to the Centre, the Supreme Court on Tuesday reinstated Alok Verma as CBI director quashing its unprecedented 'overnight' order stripping him of his powers and sending him on leave after he and his deputy traded corruption charges sparking a bitter feud. The court, however, clipped Verma's wings saying that on reinstatement he will cease and desist from taking any major policy decision till the highpowered committee, which selects the CBI chief, considers the issue of "divestment of power and authority". Verma's two-year tenure as CBI director ends on January 31. Asking the committee to meet within a week, the court said it was "still open" for the panel to consider the matter involving Verma since the Central Vigilance Commission(CVC) is probing charges of corruption against him. Piloting the contentious Citizenship (Amendment) Bill 2019, Home Minister Rajnath Singh told the Opposition that the bill was not against the provisions of the Constitution and would give succour to persecuted minorities in the three neighbouring countries. The Protection of Children from Sexual Offences (Amendment) Bill, 2019, seeks to protect children from offences of sexual assault, sexual harassment and pornography and provide for establishment of Special Courts for trial of such offences. The POCSO Amendment Bill, introduced by Minister of State in Ministry of Women and Child Development Virendra Kumar, also provides for stringent punishments for other crimes against those below 18 years of age. "The said Act is gender neutral and regards the best interests and welfare of the child as matter of paramount importance at every stage so as to ensure the healthy physical, emotional, intellectual and social development of the child," said the statement of Objects and Reasons of the Bill. 10% QUOTA FOR UPPER CASTE POOR Constitutional amendment bill gets LS nod New Delhi A bill to provide 10 per cent quota in jobs and education to general category candidates who belong to economically weaker sections has been passed by the Lok Sabha after a debate on Tuesday . Ahead of the general elections, the government is hoping to push through the bill, which, in a first, will extend reservation to upper castes. The bill sailed through the Lok Sabha, where the government is in majority with 323 MPs in support. Only three MPs voted against the bill. It also stands a fair chance in Rajya Sabha, with several opposition parties indicating that they would support it. The Rajya Sabha session has been extended till Wednesday . Earlier, describing the reservation Bill as political gimmick, opposition parties led by the Congress expressed apprehension that the law empowering 10 per cent reservation to the upper caste may not stand judicial scrutiny . The bench will be headed by Chief Justice Ranjan Gogoi and also comprise of Justices S A Bobde, N V Ramana, U U Lalit and D Y Chandrachud. The Constitution Bench is scheduled to hear the matter on January 10.
