The court's constitution of this high-profile committee effectively arrests the functioning of the separate panels formed by Punjab and the Centre to investigate the breach. The court had earlier asked the Punjab and Haryana High Court's Registrar General to seize and preserve the security records in connection with the incident. The committee's terms of reference include ascertaining the causes of breach; assessing who was responsible for it and to what extent; what remedial measures and safeguards are necessary to prevent a similar lapse; and further suggestions for security of constitutional functionaries. The notices were issued by a Bench headed by Chief Justice of India N V Ramana on a petition filed by a Delhi-based journalist Qurban Ali and former Patna High Court judge Anjana Prakash, who practices in the Supreme Court as a senior advocate. The petition has sought a direction for action against those who allegedly delivered hate speeches in the two events. It has further sought an "independent, credible and impartial in- vestigation" by an SIT into the incidents. The bench, also comprising Justices Surya Kant and Hima Kohli, asked the petitioners to give representation to the local authority against holding of future ‘Dharam Sansad' and posted the matter for hearing after 10 days. The plea, which specifically referred to the alleged hate speeches delivered between the "17th and 19th of December 2021 at Haridwar and Delhi", has also sought compliance of apex court's guidelines to deal with such speeches. One event was organised at Haridwar in Uttarakhand by Yati Narsinghanand and the other in Delhi by 'Hindu Yuva Vahini' allegedly "calling for genocide of members" of a community, the petition said. 'Don't call students of Class 1-8 to schools' 'THEY'RE UNVACCINATED, HOLD ONLINE CLASSES FOR THEM' The Madhya Pradesh Commission for Protection of Child Rights (MPCPCR) has recommended the state government against holding offline classes in the wake of increasing cases of Covid-19. The Commission said students of Classes 1 to 8 should not be called to their schools in view of severity of the third wave of the pandemic. The Commission also wants their classes to be held online. Brajesh Chauhan, member of MPPCR, has written a letter to the Commissioner, Rajya Shiksha Kendra, with a copy to the state school edu- cation minister. Chauhan said that as per reports, children are more vulnerable to infection from the Omicron variant of the Corona virus. Students of 15-18 years age group are being vaccinated but the younger ones have no protection against the virus, argued Chauhan. These unprotected students are enrolled in classes 1-8. Currently, both the government and private schools are holding classes from 1 to 12 with 50 per cent capacity, as per government directives. However, in view of the fact that students younger than 15 years of age are yet to be vaccinated, there is an urgent 3 OF THEM FROM Bhopal & one each from Indore & Barwani Amid Covid surge, Devi Ahilyabai Holkar Airport on Wednesday witnessed a chaotic scene after five Dubai-bound passengers tested positive for corona.
