The Midday Meals were introduced by the UPA govt under the Food Security Act, 2013, to provide nutritious and cooked hot food to school-going children. The scheme was fully funded by the Centre, but now the state governments will also have to chip in part to meet part of the cost. The "PM Poshan" scheme cleared for five years up to 2025-26 has a Central outlay of Rs 54,061 crore, which requires the state governments and Union Territories to pay Rs 31,733.17 cr. Union Information and Minister Broadcasting Anurag Thakur told a press conference in a briefing after the Cabinet meeting that the total budget of the scheme will be to the tune of Rs 1,30,794.90 crore since the Centre would also bear the additional cost of about Rs 45,000 crore on food grains to be supplied to the schools. He said the scheme will cover 11.80 crore children studying in 11.20 lakh government and governmentaided schools, covering all those studying in Class IVIII. The Union government has suggested a single window procedure for approval of cases. # # ' Court can quash criminal case even after conviction The Supreme Court on Wednesday said the High Courts can invoke Section 482 of the Code of Criminal Procedure to quash the criminal proceedings even after conviction in a noncompoundable offence, after considering the nature and heinousness of the crime. A Bench of Chief Justice of India N V Ramana and Justice Surya Kant stressed that handing out punishment is not the sole form of delivering justice. It said criminal proceedings involving non heinous offences or where the offences are predominantly of a private nature, can be annulled irrespective of the fact that trial has already concluded, or appeal stands dismissed against conviction. "The High Court, therefore, having regard to the nature of the offence and the fact that parties have amicably settled their dispute and the victim has willingly consented to the nullification of criminal proceedings, can quash such proceedings in exercise of its inherent pow.C., ers under Section 482 Cr.P even if the offences are noncompoundable," the court ruled. The High Court can evaluate the consequential effects of the offence beyond the body of an individual and thereafter adopt a pragmatic approach, to ensure that the , felony even if it goes unpunished, does not tinker with or paralyze administration of justice, the judgment said. The judgment was delivered in two appeals, one from Madhya Pradesh High Court and the other from Karnataka High Court where the non-compoundable offences were not compounded after the parties had arrived at settlement. Forest department principal secretary Ashok Barnwal said a six-member team of forest officials from Palpur Kuno Sanctuary, which was supposed to leave for South Africa this month, will now visit the country the next month. Hence, the translocation, which was expected to take place in November will now take place by December end this year. "16 cheetahs from South Africa are to be shifted. They have been vaccinated too. But only 10 of them will be brought here in first phase. They will be first put in enclosures to be acclimatized," Barnwal said. As per forest department officials, the state government had planned to bring cheetah to MP by Nov 1, the foundation day of the state, but it couldn't take place. The officials to visit SA will study habitat of cheetahs and their ecosystem to learn how to take care of them in Indian conditions. The team will spend over 20 days in SA. The team will include veterinary doctor who will be trained on medical health of cheetahs. He will be posted at Kuno Sanctuary after team's return and will keep animals under observation.
