Maharashtra government "since it would tantamount to interfering with a policy decision as framed under Section 8 of the SC-ST Act." The affidavit says unlike the mandate authorising collection of the census data on SCs and STs, "there is no such constitutional mandate for the Registrar General and Census Commissioner, to provide the census figures of OBCs/BCCs." It says the population census is not an ideal in- strument for collection of details of castes. As the exercise of collection of Other Backward Classes data is tedious, the State of Maharashtra had approached the top court seeking information about OBCs in Maharashtra that was available with the Centre during the 2011 Census, the affidavit states. The State government invoked the extraordinary the of jurisdiction Supreme Court after having decided to conduct a socio-economic and caste census across the state by the Maharashtra State Commission for Backward Classes (MSCBC). Body was ‘dangling from a ceiling fan running at full speed’; no sign of distress on face of the deceased; rope was hanging loosely around the neck Barely hours after the Uttar Pradesh government recommended a probe into the death of Mahant Narendra Giri, a dozen sleuths of the CBI have descended at Prayagraj to handle the investigations. One of the challenges the CBI faces is to make sense of the video footage recorded immediately after the Mahant’s body – found dangling from a rope - was brought down. In the video, the body of the deceased Mahant is seen hanging from a ceiling fan, which was running at full speed. Besides the rope was coiled loosely around the neck and the Mahant’s face showed no sign of distress or of being strangulated. It is also clear from the video that the servants of the late Mahant did not inform the police or the security personnel present on the premises, when they found the room locked from inside. CJI NV Ramana said some technical experts were expressing a personal difficulty to be part of such a committee. "That is why it is taking time to constitute the committee," he said, adding that "we will be able to finalise the members of the technical experts team by next week and pronounce orders." The Centre had offered to set up a Technical Expert Committee on its own with independent experts, which was not accepted by the court. Last week, the SC had said it only wants to know from the Centre whether Pegasus was used or not for spying on individuals and whether it was done lawfully or not.
