The chief minister had boarded the helicopter when an engine conked off. As a result, he got down and left for Bhopal by road. He was to leave for New Delhi but could not as he arrived here late. A senior Railway Ministry official said, "The Indian Railways is in consultation with the state governments." According to railway ministry sources, the national transporter is planning to operate 100 more trains in the coming days.The Indian Railways had suspended the passenger, mail and express train services from March 25 in the wake of the nationwide lockdown amid the Covid-19 pandemic. The Railways started to operate the Shramik Special trains from May 1 to transport the stranded migrant workers, students, pilgrims and tourists. It also began 15 pairs of Special Air Conditioned trains from May 12 and 100 pairs of timetabled trains from June 1. Last week, the Centre gave approval for the eventual resumption of metro services from September 7, and the return of up to 50 per cent of teaching and non-teaching staff in schools outside the containment zones from September 21. When a patient is discharged he will be told to fill in a form consisting of all the information about the expenses made for treatment. In that form, he will be asked to tell whether he wants to pay some money for his treatment or government should do that. Many people being admitted to hospital have the capacity to pay for their treatment. The option is meant for such people as can afford the treatment. The government wants that it should provide free treatment to the poor. But those who can afford treatment for the disease should partially bear the expenses. Madhya Pradesh is the only state where government and private hospitals are treating corona patients. Such people as can afford treatment are being admitted to private hospitals. As the government is providing free treatment to corona patients, ministers, legislators, officers, businessmen and those who are holding important positions are taking the benefit of free treatment. Apart from them, there are many who can pay for their treatment. The government is spending between Rs 60,000 and Rs 65,000 on each corona patient. There are allegations that the government is benefiting the private hospitals in the name of providing free treatment to corona patients. The government’s aim is to tell people how much money is being spent on each patient, so that canards can be stopped. A patient must know how much money the government has spent on a patient. agr DueS Telcos get 10 yrs for staggered payment OUR BUREAU NEW DELHI The Supreme Court on Tuesday allowed the telecom companies 10 years to pay up their dues related to adjusted gross revenue (AGR); this is a big relief to all, especially to Vodafone Idea Ltd which would have folded up if asked to cough up over Rs 58,000 crore dues in one go. A 3-judge Bench headed by Justice Arun Mishra, for whom this is one of the last verdicts before he retires on Wednesday asked the telcos , to make 10% upfront payment of their AGR dues; the timeline for the staggered payments starts from April 1, 2021. The two other judges on the Bench were Justices S Abdul Nazeer and M R Shah. The Bench sought an undertaking from the MDs and CEOs of the telecom companies for the payment, warning that failure to pay instalments will incur penalty in, terest and contempt of court. Vodafone Idea and rival Bharti Airtel had sought 15 years to pay AGR dues, while Tata Teleservices Ltd wanted 7-10 years. Reliance Jio, which was launched in September 2016, had paid its relatively minuscule dues of Rs 195.18 crore in January . The department of telecommunications (DoT) had in March appealed to the apex court seeking 20 years timeline for payment of AGR dues, including spectrum usage charge, interest, penalty and interest on penalty . CoNtd. oN p8 centre & rbi tell Sc Moratorium period on loan repayment extendable by 2 yrs NEw DElhi The moratorium period on repayment of loans during the COVID-19 pandemic is "extendable" by two years and several steps have been taken to help the stressed sectors, the Centre and the RBI told the SC on Tuesday . A bench headed by Justice Ashok Bhushan was informed by Solicitor General Tushar Mehta, appearing for the Centre and Reserve Bank of India, that the economy contracted by nearly 24 per cent in the April-June quarter due to coronavirus-related lockdown and restrictions. The bench, also comprising Justices R S Reddy and M R Shah, said it would hear on Wednesday the pleas which have raised the issue of interest being charged on instalments which have been deferred under the central bank's scheme during the moratorium period. At the outset, Mehta told the bench that the Centre has filed its affidavit in the matter. When the court said that it has not yet received the affidavit, he said the bench should look into it and the matter be listed after twothree days. Mehta said several steps have been taken for stressed sectors. "Let the Central government, RBI and bankers should put their head together on the aspect of interest on interest," he said."The moratorium is extendable by two years," he added.
