The development comes against the backdrop of the Supreme Court recently conveying that the mercy application of Perarivalan, one of the seven convicts, could be examined by the Governor. Briefing journalists on the Cabinet resolution, senior minister D Jayakumar said, “The Governor will have to accept the recommendation of the Council of Ministers. There is nothing to reject.” The Cabinet resolution would be sent to the Governor with- out any delay he added. , Article 161 of the Constitution deals with the power of Governor to grant pardons and to suspend, remit or commute sentences in certain cases. ON P6 JAIPUR: On the eve of the nationwide Bharat Bandh called by the Congress, Rajasthan chief minister Vasundhara Raje announced a four percent reduction in value-added tax on petrol and diesel, which will reduce their prices by Rs 2.5 per litre in the state. VAT on petrol will come down from 30 to 26 per cent and on diesel from 22 to 18 per cent, Raje said at a public meeting. The decision will cost the exchequer Rs 2,000 crore. Attacking the Raje government, Congress leader Ashok Gehlot said that the CM was forced to reduce VAT after the Bharat Bandh received widespread public support. Capital markets regulator Sebi may soon summon ICICI Bank's on-leave CEO Chanda Kochhar and her husband with regard to a probe into alleged regulatory lapses with regard to his business dealings, officials said on Sunday . Besides, some other top officials of the bank, as also of Videocon, which allegedly benefited due to its association with Kochhar's husband, are also likely to be called for personal hearings regarding specific charges against them. The disclosures may lead to the bank and its embattled chief being slapped with several crores of rupees in fines and other penal actions, including ban from markets and directorships. According to top officials, the multi-agency probe into ICICI Bank and business dealings of the Kochhar family will also be discussed by Sebi's board next week, as it is felt that coordinated efforts are required to be taken by Sebi, RBI and the government in this case due to its systemic importance. The bank and Chanda have been maintaining there has been no regulatory violation on their part and that she was not aware of specific business dealings of her husband. However, the regulator is of the view that Kochhar or the bank cannot feign ignorance in this matter as they have been regularly listing the name of her husband Deepak Kochhar as a 'related party' in the regulatory filings of the company including in the latest annual , filing submitted to the US markets regulator SEC, which is incidentally also probing the case, officials said. The case, involving a for- mer minister of Jharkhand and his MLA wife, saw the lower court judge in Hazaribagh putting these accused on trial by pronouncing the order framing charges against them through a 'WhatsApp' call. Former Jharkhand minister Yogendra Sao and his wife Nirmala Devi, who are accused in a rioting case of 2016, were granted bail last year by the top court which had imposed a condition that they shall stay in Bhopal and not enter Jharkhand except for attending the court proceedings. Both the accused have now told the apex court that the trial judge had on April 19 this year framed charges against them through a 'WhatsApp' call despite them raising objections to it. This process cannot be allowed, and we cannot allow administration of justice to be brought into disrepute". Shaikh, his wife Kausar Bi and their aide Tulsiram Prajapati were killed in "fake" encounters by the police of the two states in 2005-2006, according to the Central Bureau of Investigation (CBI). On July 16, a single bench of the high court, presided over by Justice A M Badar, had reserved the verdict on five revision applications challenging the discharge granted in the case by a trial court to Gujarat IPS officer Rajkumar Pandian, former Gujarat ATS chief D G Vanzara, Gujarat police officer N K Amin, Rajasthan cadre IPS officer Dinesh M N and Rajasthan police constable Dalpat Singh Rathod. MIDDLE-AGED NUN FOUND IN WELL KOLLAM: A 55-year-old nun was found dead on Sunday inside the well of Mount Tabor Dayara Convent at Pathanapuram, more than 75 km from the state capital. The body of Sister Susan, a teacher at St Stephens School attached to the convent, was found floating in the well at the sprawling compound. A senior police officer told PTI that the body had "self-inflicted" injuries on both hands. The nun belonged to the Malankara Syrian Orthodox church. Blood stains were also found insider her room, nearly 50 metres away from the well.
