SRINAGAR An Army major and three soldiers were killed during an operation in which they foiled an infiltration bid in Gurez area of North Kashmir, gunning down two of the eight infiltrators, officials said. Four infiltrators managed to return to Pakistan-occupied Kashmir, while two others were believed to have been injured and hiding in the dense forest around the region, they said. The officials said that there was an intelligence input about an infiltration bid by eight terrorists in Bagtore area of Gurez. An Army team led by Major Kaustubh Prakash Kumar Rane laid a siege of the area during the night, but were fired by the terrorists who had positioned themselves comfortably in the cover of darkness, they said. In the encounter, 29-yearold Major Rane and three other soldiers were killed in the terrorist firing. Two of the infiltrating militants were gunned down in the encounter which took place near Govind Nallah of Gurez, which falls in the Bandipore district of North Kashmir, they said. Others who fell in the line of duty were riflemen Mandeep Singh Rawat, Hameer Singh and 25-year-old gunner Vikram Jeet Singh from Ambala district. Banks took `70k-cr hit due to frauds in last 3 fiscals AGENCIES New Delhi Indian banks reported a total loss of about Rs 70,000 crore due to frauds during the last three fiscals up to March 2018, the Rajya Sabha was informed on Tuesday . The extent of loss in fraud cases reported by scheduled commercial banks (SCBs)for 2015-16, 2016-17 and 2017-18 was Rs 16,409 crore, Rs 16,652 crore and Rs 36,694 crore, respectively Minister of State , for Finance Shiv Pratap Shukla said in a written reply quoting RBI data. The minister said that data of frauds is as per the year of reporting and not the year of occurrence of fraud or sanction of loan, letter of undertaking, which may might be of an earlier period. The minister also informed the House that gross advances by SCBs increased from Rs 25.03 lakh crore as on March 31, 2008, to Rs 68.75 lakh crore on March 31, 2014. As regards the stressed assets in the banking system, Shukla said the spurt was due to aggressive lending practices, wilful default, loan frauds, corruption in some cases and economic slowdown. Replying to another question, he said as per RBI data, there were 139 borrowers with aggregate gross NPAs of more than Rs 1,000 crore. Shukla said the RBI has apprised that it issued directions to banks in June 2017, instructing them to file applications for initiation of corporate insolvency resolution process (CIRP) under the Insolvency and Bankruptcy Code (IPC) in respect of 12 borrowers. The 12 borrowers had cumulative fund-based and non-fund based outstanding amount of Rs 1,97,769 crore as on March 31, 2017. "It subsequently issued further directions to banks advising them to finalise and implement resolution plans in respect of 29 accounts by December 13, 2017, failing which these too had to be referred to CIRP under IBC," Shukla said. The cumulative fundbased and non-fund based outstanding amount of these accounts was Rs 1,35,846 crore, as on June 30, 2017. Mentally-disabled man lynched in Dindori, 10 held AGENCIES Dindori In yet another incident of lynching, a mentally disabled man was allegedly killed by villagers suspecting him of being a childlifter in this district of Madhya Pradesh, police said on Tuesday. The incident took place at Singwar, 40 kms from the district headquarters, on July 28. The area is pre-dominantly tribal. On August 1, police learnt that a body was found floating in a well in the village, said Superintendent of Police K Karthikeyan. The deceased was identified as Mukesh Gond, 27, the resi- dent of Anuppur district, the SP said. The probe revealed that four villagers -- Jagdish, Chetram, Sanjay and Gangaram -- were drinking on the night of July 28 when they saw Gond wandering aimlessly. When they called out to him, he hid in a school. The four dragged him out and asked him who he was and where he was from. Gond, who was apparently mentally-challenged, could only tell that he was from Annupur. The accused allegedly started beating him, calling him "bachcha chor" (child-lifter). More people gathered and he was beaten with sticks mercilessly, Karthikeyan said. The accused then allegedly tied his hands and feet and threw him into a well. To drown the body, they also tied a stone to it, he said. Police have arrested ten persons in the case, including Jagdish and his companions. Earlier, a mentally-ill woman was lynched on suspicion of being a child-lifter in Singrauli district of the state on July 19. With a spate of such incidents across the country, the Supreme Court last month had asked the Centre to frame a special law to tackle the menace. ASSOCIATION FOR DEMOCRATIC REFORMS REPORT SC raps NRC officials, says focus Regional parties collected Rs 91-cr donations in 2016-17 on error-free list of citizens NEW DELHI The Supreme Court on Tuesday told Assam's National Register of Citizens (NRC) Coordinator Prateek Hajela to ensure an errorfree final NRC, instead of giving interviews to the media. The bench of Justice Ranjan Gogoi and Justice Rohinton Fali Nariman warned Hajela, and Registrar General and Census Commissioner of India (RGCC) Sailesh to be "cautious in future". Hajela had told the media that any valid document would be accepted as proof of citizenship during the hearing on complaints and objections by those left out in the draft NRC. Taking suo motu cognizance of Hajela's interview to a national daily, Justice Gogoi said: "Where is the necessity, scope and au- thority in you to make such a statement? Your job is to carry on with the draft and prepare the final NRC." Displeased over the action of Hajela, Justice Nariman said: "Speaking for myself, I was appalled by your action... And don't forget you are an officer of the court." Telling Hajela that "whatever you say, reflects on us", the bench asked: "Should we send you both (including RGCC) to jail for contempt?" The report said that Rs 23.08 crore or 25.26 per cent of the total amount of donations received by regional parties do not have PAN details AGENCIES New Delhi Regional political parties received a total of Rs 91.37 crore in donations in 201617, with the Shiv Sena leading the chart followed by the Aam Aadmi Party (AAP), says a report. According to the Association for Democratic Reforms (ADR) report released today, the total amount of donations declared by regional parties, including both under and above Rs 20,000, was Rs 91.37 crore received through 6,339 donations. "...Shiv Sena leads with Rs 25.65 crore from 297 do- nations followed by AAP, which has declared receiving Rs 24.73 crore from 3,865 donations. Shiromani Akali Dal (SAD) declared receiving Rs 15.45 crore that is the third highest amongst all regional parties," it said. The ADR report, which is based on information submitted by the parties to the Election Commission, showed that 72.05 per cent, or Rs 65.83 crore of the total donations, was received by the three parties -- Shiv Sena, AAP and SAD. Comparison of donations received by regional parties between 2015-16 and 2016-17 showed that Asom Gana Parishad (AGP), SAD, JDS, Maharashtra Navnirman Sena (MNS) and AAP saw the maximum percentage increase in their income from donations between 2015-16 and 2016-17. Donations to AGP increased by 7,183 per cent, followed by SAD for which it was 5,842 per cent and Janata Dal (Secular) (JDS) that saw an increase of 596 per cent, the Delhi-based thinktank said in the report.
