The Bombay High Court on Tuesday said it was "not an open gate for everyone" to file an appeal against acquittal in the 2008 Malegaon blast case, and sought details if family members of the victims were examined as witnesses in the trial. A bench of Chief Justice Shree Chandrashekhar and Justice Gautam Ankhad was hearing an appeal filed by the family members of the six persons who lost their lives in the blast against the acquittal judgment. This order came after earlier orders on encroachment in the Upper Lake were not followed. For the protection of the Upper Lake, orders were given to remove the religious places, slums and other encroachments built in Bhadbhada area. But no effective action was taken. This marks the first directive of its kind in the state regarding the management of aggressive street dogs. Under the new rules, any dog that bites a person will be captured and taken to an Animal Birth Control (ABC) facility for a 10-day monitoring period. Should the same animal attack someone again unprovoked, it will face lifelong confinement at the centre. The sole way out would be through adoption, requiring the new owner to provide a written guarantee that the dog will never be allowed back onto the streets. The guidelines were distributed to municipal auth- orities on 10th September by Principal Secretary Amrit Abhijat. They mandate that every instance where some- one receives anti-rabies treatment following a dog bite must trigger an investigation, leading to the cap- ture and transfer of the responsible animal to the nearest ABC centre.
