Identifying India as a leader in the biometric identification system, the IMF, in its fiscal monitor report on digital governance, released here on Thursday said digitalisation can facilitate stronger governance, fiscal transparency and better scrutiny of the budget process. "With more than 1.2 billion registered citizens in India's biometric identification system, Aadhaar, the country stands out as a leader in this area," the report said. "In India, privacy and security concerns led to alternating periods of mandatory and non-mandatory use of Aadhaar in social programmes." "A court decision is still pending on its compliance with the right to privacy In . a recent data breach in India, it has been reported that 135 million Aadhaar numbers were compromised, underscoring the importance of sound privacy measures," it added. The multilateral lender said the lack of security controls makes the Indian Unique ID system vulnerable to breaches. "Advocates of the system assert that Aadhaar is compatible with the right to privacy because the captured biometric traits are encrypted, making it difficult for anyone who intercepts these images to access the actual content," it said. "However, the lack of sufficient security controls makes the system vulnerable to unauthorised access." A senior official of the Central agency said the EDregistered a case against Nakoda Ltd and its promoters on thebasis f an FIR and chargesheet filed by the CBI. The FIR was registered against chairman and managingdirector Babulal Jain and his son Devendra Jain, who is ajoint MD of the company, he said. Nakoda Ltd allegedly obtained loans from a consortiumof 13 banks led by Canara Bank and defaulted on repayment ofthese loans to the tune of Rs 2,107 crore. "Investigations revealed that Babulal Jain and his sonDevendra entered into a criminal conspiracy...to carry outfake sales and purchases of fancy fabrics," said the official. On the basis of these fake invoices, Nakoda Ltdalleged- ly availed of 816 Letters of Credit (LCs) from thebanks.The funds borrowed through the LCs were allegedly laundered and utilised for repayment of various loans and as aworking capital to run the plant and factory "Thus the loans . were used for purposes other than forwhich they had been sanctioned," the official said.
